Judy Mortrude, Senior Technical Advisor
Judy’s NCTN work focuses on career pathway system development, including integrated education and training design and delivery, joint adult education and workforce development policy, and shared accountability.
Her recent projects include:

- Directing the Alliance for Quality Career Pathways
- Developing the California Career Pathways System Building Tool
- Directing the LINCS Professional Development Center
- Facilitating Ability to Benefit awareness and capacity building with the US Department of Education, states, and local partnerships
Prior to coming to World Education, Judy was a Senior Policy Analyst at the Center for Law and Social Policy focused on Workforce Innovation and Opportunity Act (WIOA) policy and practice. Judy led adult career pathway efforts at the Minnesota Department of Employment and Economic Development and was a long time teacher and administrator for Hubbs Center for Lifelong Learning, part of the Saint Paul Community Literacy Consortium.
Judy has a B.S. in English Composition/Secondary Education from Minnesota State, an M.A. in English Literature from DePaul University, and an Adult Education Teaching Licensure endorsement from the University of Minnesota.
