The National College Transition Network announces the Spring 2009 Policy Forum, The Benefits and Challenges of Dual Enrollment Policies and Practices, organized for state adult education directors and/or their designees. The Policy Forum is set for March 12 from 1:00 PM to 2:30 PM (EST).

Overview
How might the mechanism of dual enrollment expand college and workforce training opportunities for adult students? As a way to explore this question, policy makers and practitioners share their successes and challenges in their efforts to promote dual enrollment for adult students. The moderator understands the importance of relating the American Recovery and Reinvestment Act of 2009 to this discussion.

Reecie D. Stagnolia, III was named the Interim Vice President of Kentucky Adult Education with the Council on Postsecondary Education in October 2008. Mr. Stagnolia has served as Associate Vice President of Kentucky Adult Education since July 2003.
Reecie Stagnolia served as Deputy Commissioner of the Kentucky Department for Adult Education and Literacy from June 2000 to July 2003. He was with the agency from its creation in July 1993 through July 2003 when the agency transitioned to the Council on Postsecondary Education. From July 1993 to June 2000, he served in several capacities, including a fourteen-month stint as Interim Commissioner, Executive Assistant to the Commissioner and Director of the Division of Management Services.
Reecie Stagnolia was elected to a second two-year term on the Executive Committees of the National Adult Education Professional Development Consortium (NAEPDC) and the National Council of State Directors of Adult Education (NCSDAE) in 2007. He has served on the Policy Committee of this organization since 2002.
Reecie Stagnolia is a graduate of the University of Kentucky's Gatton College of Business and Economics with a bachelor's degree in Business Administration.
Julie Scoskie is the Director of the national award-winning Jefferson County Public Schools Adult and Continuing Education (JCPS ACE) Program based in Louisville, KY. JCPS ACE served 6,240 individuals in 2007-08 by providing literacy, Pre-GED, GED, and English as a Second Language instruction. Kentucky Post-Secondary and Education Reform (House Bill 1, 1997) and Restructuring of Adult Education (Senate Bill 1, 2000) called for a more seamless, integrated system of adult and postsecondary education services. To meet this need, JCPS Adult Education and Jefferson Community and Technical College have partnered to provide dual enrollment and transition to postsecondary education opportunities via the Educational Enrichment Services Program (EES) since 2003.
This partnership has served 6,500 since its inception and has been recognized nationally for the impressive educational attainment results and retention of the participants in the EES Program. The dual enrollment has expanded opportunities for adult students and helped more GED recipients’ transition successfully to postsecondary education. Participants annually save approximately $400,000 in tuition by receiving remedial instruction offered by Adult Education at no cost to the participant. The sharing of limited resources between the two respective organizations, continuous improvement, and on-going communication have enabled both institutions to provide better, seamless services to participants.

NCTN is a membership organization committed to bridging the gap between what Adult Secondary Education and English for Speakers of Other Languages programs traditionally offer and what most nontraditional learners need to succeed in postsecondary education.
